If anybody can understand Mr. Rudd's ETS they are a lot smarter than me or Penny Wong.
I watched Penny trying to explain it on the 7:30 Report last night and she couldn't..but she did say the information was out there, well I can't find it and I'm sure the average person can't either, not that the average person would bother.
As to what will happen with the ETS in the second, third and subsequent years, its anybody's guess!
I don't know why they don't forget about all this CO2 emmissions and concentrate on the environment because in the end that's what it comes down to.
Of course going down this path wont leave much in the kitty for governments and brokers!
