Yes, I was thinking of that too. DW must have conditions, and it won't let them use its capacity unless it has some minimum financial "health". And yes, aiming for zero losses is silly. I think he had to say that because they're not provisioning for it... Fake it until you make it somehow justifies it, and it is possible that they don't experience losses for another year or so.
