Grumpster, I think youll find the Govenor of Palawan is already unhappy, not with Nido but with the President of the Philo's, his share of the cake isnt what he thought. Oil is a national issue these days, but the states can be as forceful as say Nigeria. Last I heard it was in the courts. But this is a possible issue long term, with a minor risk of Palawan not getting what they want and siding politically with the trouble to the south.
