The report is all about Australia. The only American reference is that the GPI measure was developed by an American, so I don't know how you arrived at the notion it was all about the US. Also the technological improvements you describe obviously would have happened if we kept the population at 15 million. PS: it's hardly a ringing endorsement suggesting young people should just leave the country.
