The "honour" chevron on the "officer's" sleeve is cut and paste from the SS Style Manual.

The Old Guard Chevron was initially approved by Adolf Hitler in February 1934 for those who had joined the Allgemeine SS and other Party organisations prior to 30 January 1933.

Sleeve "honour" chevron entitlements were later extended by Hitler.

Generations later we plainly see a Putinist adoption of the look and the attitude that goes with it.
