Jennings has been positive on PLS for months. His observation today was simply that PLS is similar in terms of market cap to OZL (which has received a takeover offer from BHP) and could be a target for Rio (which is diversifying into lithium) given its lower than expected dividend (ie it is stockpiling cash). The observation is entirely reasonable.
