You hit the nail on the head - with WBC being higher rate, CBA are probably picking up more business than they want and can safely fund given the limit investors have on CBA's wholesale debt. They probably wish they went higher when WBC went.
Government guarantee has nothing to do with it as no difference in cost to non guaranteed debt.
