    I'll weigh in...

    The ann. clearly states "...to develop a product..."

    Develop is not test... and if it is 3M then according to the commercialisation process you outlined in an earlier post, that means 3M may be moving to a commercialisation phase.

    Say again Develop, develop, develop!!!
