Seems like MCC want to run their own ruler over it before they commit. If things all add up for the project then some equity and debt facilitatin should'nt be a problem. Alternatively MCC may have just put their foot in the door, waiting for another wave of eurozone-debt-panic before they get in on much better (for them) terms. Either way MCC are here and this should put a solid floor in the SP.
