Who knows what influences were brought to the attention of the so called Independent Valuer prior to their appointment and or report. Whoa actually gave them the estimated figures of use/uptake that they used in order to give some of their revenue/earnings estimates. It is this that stands out for me.
Not suggesting that the IE was "got at" not at all. However if that IE relied on information from RAP re marketing/sales/assumed usage results and they were given the only figures available as a guide..for a one sided perspective these figures would far from reflect the ongoing potential or reality of the future as these figures would be based on absolute minimums due to the fact they were most likely gleaned from the first TH platforms trying out DX. The first platforms were almost fishing in the dark and were still experimenting trying out the tech...hardly a basis for any credible projections of future uptake.
So IE by fair means or via some of the first Ozzie Telehealth (Covui ?) attempts could have arrived at these low ball values and so set the stage for Pfizer to offer such low prices...whilst remaining within the IE guidelines. How convenient!
