if you think the USA is going to continue to rely on Chinese processing of a strategic and defence related product, you are not seeing the geopolitical storm clouds.
The USA government will fund a mega processing plant if Elon Musk does not. BTW Musk has made it very clear
he will become a miner, and no doubt a processor of rare earths, in order to grow his automotive and robotics ambitions.
