I am guessing it falls due to shotcrete being permeable to moisture from the host rocks and shotcrete is rigid compared to other types of sealants that are flexible when cracks start happening in the rock, , and yes probably done with minimum amount of cement mix needed
eden would be cheap if reduced the amount of mesh and shotcrete needed for the same safety performance and also allowed an increase in centers between bolts ..
