It won’t hurt the Cartel’s but it will mean that the government can stop wasting money and lives trying to fight it.
Legalising the industry at least give’s the government a chance to regulate the industry and hopefully they can reduce some of the deaths associated with the trade in their country as well as generating some money to raise the living standards of the population.
