The United Nations has accused Greece of failing to provide adequate protection for asylum seekers.
Despite receiving more than 8,000 asylum requests, Greece has reception centres that can cope with no more than 1,000 people in any given year.
Urging Greece to expand refugee centres, the local representative of the United Nations High Commissioner for Refugees, Robert White, said the inadequate facilities meant that many children ended up missing or begging in the streets.
The UN representative said that as a result of the lack of funding by successive Greek governments, refugees often faced shortages of legal and psychological support as well as medical facilities and education programs.
