Unsure what this means.
Possibly a negotiation tactic to get a better deal with Apache, or a way of softening the blow that Apache are not interested. By saying that Apache are still interested it is possible to get more companies interested and a higher bid.
If Apache were to pull out the number of companies interested would possibly drop. However many a good oil field has been rejected by a major (i.e. Mauritania was rejected by one major a few years ago).
