The Google network is a fibre network just like what the NBN is proposing. The thing about fibre is the speed of data that can be transmitted across it is only reliant on the machinery at either end of the fibre link, not the link itself. Once the fibre is in place the network can be upgraded comparitively easily by replacing the transmitters, recievers and repeaters. Google have been quite vocal in being supportive of the Rudd governments plans too.

If the NBN does go ahead as planned Telstra would be mad to overbuild and try to compete with a network that is supported by public funds, even with a big player like Google on board.
