I am not sure how you think RNU has selected a site, they are negotiating for a site, and if they are successful with their negotiations they will sign a contract to buy or lease the site, at this point RNU will make an announcement advising they have selected an secured a site. then they will start the long regulatory approval process (~2 years)
I keep saying, RNU has a long road ahead of them to obtain all the regulatory approvals then they have the 20 months of construction to get the graphite mine into production, then they have the commissioning of the new mine which takes months. It is unlikely RNU will start the construction of the PSG facility until they have successfully commissioned the graphite mine and I cannot see that starting until RNU has binding offtakes for its flake graphite,
