what sort of "incentive" package do you have in mind? subsidisation of landlords so their revenue stream is unaffected?
I don't have time to follow all the Vic politics, as I have enough just trying to keep up with NSW.... have you read the problems with new apartment blocks in NSW being substandard and cracking? thanks to the NSW Gov (Lib Gov) that privatised engineering building inspections and certification - resulted in corruption.
obviously the free market ideology has gone too far with de-regulation..... so maybe Andrews is right to regulate to ensure that better standards are achieved. A totally 'free' market results in chaos and lack of control over outcomes, eg the broken buildings in NSW. so some regulation is needed. do you think Vic regulation is excessive?
