"it sounds like Andrews' changes might be neutral in effects on landlords, except for, as you describe, dodgy landlords."

You clearly didn't read what Joe wrote and clearly don't know the changes Andrews has been making(which is fair enough, I wouldn't have a clue of the rules in NSW)

    - Inspections by licenced electricians and plumbers of the electrical and gas systems/fittings every 2 years ... I assume you own your own home, when was the last time you paid for either of those things? No home owner would ever pay just to have a random safety inspection, it's beyond ridiculous to force such nonsense on landlords
    - The latest rules effectively make it compulsory to pay for annual smoke alarm inspections
    - It's no longer legal to have a no pets clause in a lease agreement. if you've ever owned a rental, you'd know the mess some tenants can make on their own, adding pets is just another massive risk and cost after the tenants leave
    - The list goes on and on

Then on top of all that is the annual land taxes. The rates haven't been changed to account for increases in property prices, so while rents haven't kept up with property prices, taxes have gone through the roof. Then Andrews decided he wasn't getting enough even then so he changed it to annual revaluations so that every year any price increase meant a new tax increase.

Oh and the councils, full of dumb green lefties have pushed rates and charges to ridiculous levels.

All of this sort of thing meant I was losing nearly 30% of the rent to costs and taxes, not including maintenance or interest
