lol - I even went to check the road rules just because I'm a pedant!
I couldn't even find a rule about turning right across a two lane 100kph highway to go onto the verge on the opposite side of the road.
The only right hand turn rule that was close, related to turning right at an intersection (not applicable) or doing a u-turn (not allowed in that situation because unsafe to do so).
The only relevant rule that I could find was about driving safely and not causing a hazard. You're not even supposed to drive slowly on a fast highway (eg 20kph in an 80kph zone) let alone stopping in the middle of the road.
I doubt the lawmakers ever thought that anyone would be so stupid. Hope the police speak out about this.
