    The number one road rule is to drive safely and not endanger others on the road. This rule is so important it's in the Act. All the other rules are only in the regulations.

    There is no Victorian road rule or regulation that covers turning right onto the verge on the other side of the highway, across the single lane path of oncoming traffic, except for the one about driving safely at all times.

    Nor is there a rule that allows you to come to a dead stop on a single carriageway with heavy traffic coming up behind at 100kph.

    If a person wanted to argue the point after they'd been mangled, I would expect the law to take their reckless behaviour into account.

    In Victoria you're not even allowed to park off the road on the verge of the highway when there's a curve in the road.
