When I was in Melbourne along time ago, you had trams. I don't know if you still do.
I come from QLD and I notice you have to pull over to the left to do a right turn. For if you did it like every where else you will be waiting on a tram line holding up trams.
I was living in Brisbane at the time,and we had trams but I never noticed that we have to pull over to the left to turn right.
In North Queensland if we see a car wanting to turn right on a h/way , a single lane .
We slow down with left flasher on to warn vehicle behind of impending change of direction and speed to pass vehicle in front. Following vehicles do the same and so warning is passed on.
I have noticed we in the north leave considerable distance between vehicles.
Arriving at your destination 5-10 seconds later is nothing to pay, for in an emergency to have that 5 seconds EXTRA to respond is everything.
I believe the comm car didn't create the problem.
The following bus passed safely, he may have not indicated he was turning left. But I would guess that his brake lights would have come on to warn following driver.
The truck driver would have had good vision from the height of his seat.
I would say he was traveling to close for the speed he was doing.
An animal could come out on the road unexpected.
The bus in front could have a head on, and he would have pile straight in to them, making things a lot worse.
You have to drive for the unexpected.
The golden rule, the vehicle that runs up the back of another vehicle is at fault. For he is not traveling at a safe distance to avoid the accident.
Simple really.
Don't ask cost of safety, disaster is always a lot more.
