If they don't start next week, I think you're 100% right.
If they believe they are undervalued, the board would jump instantly to start the buy back. If not, just sounds like a way for them to keep investors waiting so they can blow it on some stupid 'deal'.
Every single buyback I've been a part of, and there have been around 4, when the board says they want to do something, they do it as quickly as possible, especially in a BEAR market when things are massively undervalued...
