Incorrect Peteai in a market based system you wouldn?t need a tax. A market based system is based on supply and demand. An ETS is the government creating a market or demand on the fictitious assessment of a gas.
I think government is better placed to set standards based on the best totally rational and logical assessment of all data and information available.

Example in point is the ballsed-up insulation free money fiasco and I still waiting for the Health system to improve since the medi care level tax was supposed to fix it.

If Government wants to tax us all through the nose based on what primary source our energy is generated from it could at the very least offer guidance. First it could explain what it finds acceptable, how it fixes the perceived problem, sustainability and lastly how much it is going to cost.

Once that?s out front and available you talk about how to pay for it.
