Apart from the US Govt's CHIPS and Science Act of 2022 for $52.7 billion to increase domestic US semiconductor production there is also:

Intel investing US$20BN into a new plant in Ohio, Samsung planning to invest US$200BN on plants in Texas and Micron Technologies announcing its plans to invest US$40BN over the next 8 years on US based facilities.

These semiconductor facilities as I understand it would also prefer to pay premiums to secure helium supplies than stop production given the large cost of any downtime in their large production facilities.
