Not only would the cables for the apartment buildings have to be dug up and replaced, but also all the high tensile cables supplying these city areas. Until we see a mass build out of electric grids, and more baseload power installed (not intermittent renewables like solar and wind) electric vehicles are a fantasy. There are so many other things to consider, but just the supply side equation for the charger stations makes this a far fetched fantasy. It could happen, but I doubt it. You'll have to see nuclear take up about 20-30% of baseload energy before it happens.
