Hmmm. good question.
Maybe its suggesting that they can bring some of the stage 2 components forward into stage 1.5 to enable the "pontential" of 600k tpa which would align with the "stage 2 synergies identified" tick in the box.
So in essence spending stage 2 money in stage 1.5 which the total outgoing in terms of $ remains the same across the two stages.
