From the dictionary of petroleum exploration:

FLAT SPOT: A horizontal seismic reflector. A flat spot can be caused by a gas/liquid contact in a reservoir and will be out of place in a background of dipping reflectors. Flat Spot reflectors are always positive off a gas/liquid contact.

Hope this helps. In laymen's terms a flat spot is generally a good indicator of oil or gas.
