you are reading the wrong number unfortunately. its the number in the left column that matters most.
as long as, ofcourse the head count criteria is met... but that can be waived as per the scheme
proxies have it as yes, as it stands. will be interesting to see final result. definitely not a "definite no" like some here were spruiking.
