I still think you are right based on the document.

approval of the Scheme Resolution by:

• a majority in number, being more than 50%, of ResApp Shareholders present and voting at the Scheme Meeting (in person or by proxy, corporate representative or attorney); and
• at least 75% of votes cast at the Scheme Meeting;

So more than 50% of shareholders must be present at the vote AND 75% of them have to vote yes. Based on proxy votes it's not there yet.
