Minister Butcher will tow the party line in respect to going slow and steady, the AWL will no doubt be approved but as previously mentioned this has a full Land Court challenge which will take 12-18 months to play out.
Regarding the political winds changing, I am not so sure, the approval process for Carborough Downs started a while ago (before the recent royalty regime change) and the Qld Government is using this approval to say that companies are still investing in coal in QLD and hence support the new royalty regime (which is a very long bow to draw).
