i wouldn't go that far. I read it more a gesture of goodwill and removing any uncertainty before the re-presenation of the proposal. The whole 'directly request permission to exploit' whether via underground or open pit to me created uncertainty that INF could jumpstart their old plan.

this puts that to bed.

environmental approval is now the key, so hopefully the company has put sufficient time in to their new proposal to address concerns as its easy enough to halt commercial projects on a sloppy environmental approach.
