Bills get amended all the time. It's fluid. They currently have a bilateral trade deal, just not a free trade. With the demands of lithium a bit of extra tax won't be an issue for Lake.
Look at the exchange rates..The yanks will still save millions
. They won't ban lithium imports, they will just put tariffs on. China more if they intend to flood the market. The won't try to f up export / import relationships worldwide..they will cause more issues
