Sounds like they don't want to know the flow rates until STO make up their mind as to whether they are in or not.
On the other hand if they thought the flow rates were really good themselves ....... $25,000 wouldn't matter....... and it would help STO make up their mind.
Ducks & drake games ...... I doubt if STO will be impressed and IMHO this will put a negative sentiment on it for STO.
