You must surely be aware that Cuadrilla claimed in 2012 that they themselves developed the TLS "in conjunction with industry and (the) team at DECC" so to say it was imposed on them is quite inaccurate.

What you need to remember here is that, according to the BGS records and their logs, Cuadrilla stopped fracking on a Friday without breaching the 0.5 limit that day (although there had been a 1.0 Ml on the Thursday afternoon), then at 22:22 on the Friday night a 1.1 Ml happened. Then at 04:01 in the morning on Saturday a 0.5 ml happened. Then at 10:01 there was a 2.1 Ml. Then at 07:30 on Monday there was the 2.9Ml. There was no fracking after Friday afternoon

The logical conclusion here would seem to be that, even without breaching the existing 0.5ml limit (that they helped set but that you say is "unrealistic") on the last day they fracked, Cuadrilla were unable to control the induced seismicity over the next 3 days.

This is why I'd be very surprised if they were allowed to frack again in their licence area unless and until they can provide the proof referred to in the Conservative Manifesto that fracking can be done safely. If the leaked BGS report has been reported correctly they can't do that.

It would be electoral suicide for Truss to force this on local communities only to have a swathe of damaging tremors straight away, and even she isn't that stupid (I think).
