Can anyone post the "original insulation program", it seems to have slipped of the government web pages, perhaps it's the way I am searching.
Armed with the original program we may be able to deduce what Mr Garrett was and was not culpable of.
Negligence and culpability seem to be somewhat legalistic terms and as such I wonder if you are suggesting that Mr Garrett has a case to answer in court?
