It's completely different. The government was subsidising private operators. The government was NOT doing the job of installing the insulation. The owners/operators of the installation companies are the ones culpable for shoddy work. They are also responsible for placing poorly trained employees in ceilings. As in that boat case it is the the shoddy business operators who should be prosecuted for using substandard materials and for inadequate supervision of staff. Dave R.
