GST has been with us for quite some years now and I would dare to say nearly all businesses know and understand the need to issue their customers with tax invoices. I really don't why you are having such difficulty in getting a tax invoice from that accommodation place you stayed at. I am sure their other business customers would have been wanting tax invoices, thus a tax invoice is not something that they have heard of the first time when you asked for it.
May be you are not talking to the right person at that place.
