APG have already started to upgrade the plant as part of the feasability. When (not if, but when) the major comes APG do not want to appear to be begging for money to start the feasability.
When they come APG will have made a good start and the major will be further impressed. I know Bemax were very impressed as were Cristal.
Is Bemax considered a major?
If it is Cristal then I guess we will have to wait for papadam to finish.....or am I getting confused with the Indians?
