I don't think you are familiar with the GST arrangement with the states. ALL states have to agree with any proposed changes before the federal government can legislate for the proposed changes. As you know, WA now has a Liberal government, are you thinking that the WA Liberal state government will agree to a hike in the GST % ?

There is a second layer of hurdle that the federal Labor government has to overcome: it does not control the Senate, any legislation to change the current GST legislation will need the Senate's approval.
