Would not a lack of cranes be a more positive indicator? It would mean that all the heavy lifting was complete. This is a single construction site not a city. Progress would be measured by heavy cranes and other equipment leaving. Then just light trucks. Then pickup trucks and vans as details are completed. This is a remote area so many may still have pickups as personal vehicles but would still expect to see more cars near the end.
