    I say NO!!
    The various Global Average Surface Temperature charts from different US and UK climate groups - are dominated by weather stations from towns with above 10,000 population,and temperature trends would most certainly be artificialy warped upwards by ever increasing Urban Heat Island warming. They might claim that allowances are made but we know from the Climategate emails that so many of the scientists involved were shown to be careless with the truth.

    In 2001 the BoM measured obvious Urban Heat Island warming in townships as small as Camperdown and Cobden in Victoria, way below 5,000 population.

    Looking at the time period from 1880 weather stations were rarely sited unless there was a centre with a population of 10,000 or more to be interested in the weather readings and to staff the daily chore recording the weather.

    Anybody with a thermometer on the air intake of their modern car can detect UHI driving across v small areas of urbanization with some increased area of tarmac as long as conditions are calm and the site if flat. Early morning near dawn is a great time -- See UHI for yourself.
