1. To say that Osama Bin Laden or Al Qaeda arranged the attacks is a conspiracy theory.
or
2. To say that the US government either arranged or is complicit in the attacks is a conspiracy theory.
(By the way theory no. 2 has a lot more supporting evidence.)
