it may be another decade before this project gets off the ground, you need to remember it's all about the macro environment which also needs to be supported by the financial environment, both have to be aligned for these projects to get the green light, these are extremely complicated financial transactions with many many layers to ensure the funder is protected and their risk is very very minimal
