Another thought re. the above points. Rather than offering carrots via subsidies for low Cd RP (which is unlikely, I'd expect), an importing country might well prefer to just use a stick instead (ie. set restrictions on the Cd content of any imported RP). Comes down to how serious they think the Cd problem is, and the range of options they see available. In NZ's case, low-Cd RP from Wonarah should be looking pretty good as a simple answer.
