Russia can sell the gas elsewhere and Germany has to pay more for less reliable supply.

idk who is the biggest loser maybe both in the very short term and more germany as winter bites and energy demand peaks.

The biggest winner is USA. Exporting its gas at ludicrous prices to Germany and kicking russia in the financial nuts in the short term.
