However metallurgy is the key to economics of any ore body - and more so with a clay hosted REE ore body. After that comes impurities, and not just the ones which cant be removed, but the ones which stay in the waste sludge. Try disposing of tons of waste containing U and Th.

Reading the ann carefully TAR has addressed both those issues, but by necessity it is far too early to be final on the outcome.

All in all I'm giving it 65% confidence of a successful mineable deposit.
