these third parties are taking as much risk as TNG it's not like it's a railway line or a gas pipeline with other customers it's solely for TNG. Pie in the sky if you ask me and should be clearly stated on any document that has there DFS financial including all company propaganda and presos!

As the technology used for the pigment plant is more than likely SMS's I suspect those building and operating the plant will be connected to or at least sourced by them.
