I am not a native speaker maybe was not able to explain my view fully. Another try: Sam wanted to express that the project has a value (NPV) of 1.2 billion USD. The value of the project is not reflected in the current MC (193 million AUD). Anyone who wants to invest at project level should keep this in mind. Sam is requesting 40-50% of the CAPEX (= 40-50% of 1.8 billion USD) and not 1.2 billion USD (which is the value of the project = NPV).
By the way: I do not know where "your" 600 million USD come from.
