No real question what is going on here. Hu is being ejected at the behest of Xi. You can see the smirk on Xi's face and the unhappy looks on the faces of Li Quiang and Li Zhanshu. Li Zanshu tries to get up and assist, but is pulled back down. Hu tries to take the papers in front of Xi who resists. After that everyone looks away.

Clearly Hu wasn't happy with the proceedings and Xi had him banished. Hu touches Quiang on the shoulder as a final gesture to a trusted colleague who has also been removed from a position of power. Only those who Xi can control and will support him and echo his edicts remain. The dictatorship is now in cemented in place. No-one who will question his decrees has survived.

Anybody suggesting that Hu was unwell need only look at the body language and expressions on the faces of those present. There was no concern for him at all. Most were trying to look away.
